I dunno, I can't imagine any situation where this would happen unless 1. It was for comedic purposes, 2. There's one specific character that talks like that, or 3. The creator just has an extremely uncreative language usage.
I mean there's a point at which "fuck" loses its impact, and if you've run past that point then you should've gotten creative long ago and started using things like "go sit on a cactus" or something. Cusses fulfill a valuable place in our language, but ANY word that is overused loses its purpose. It could be any word, and overusage will make you sound extremely unintelligent.
A good example of how this rule applies to language in general rather than just swear words, is the way SavDraws on youtube overuses the words "edge" and "edgy".
Regardless, I still think it's a little too conservative to say that would require censorship. I haven't really seen any enforcing of the whole strong language thing. I think it might be a rule tapas just has in place so they can use it if there's a comic that has like 30 f-bombs per page or something, because there isn't a better excuse to ask people that make blatantly offensive content just for the sake of being blatantly offensive, to at least put a warning on it so that tapas doesn't get in trouble with uptight cotton wool moms.
