There are definitely more artists than clients looking for artists, but it doesn't hurt to approach them and hope you're the one they pick! It's the same process as applying for a regular job! It's pretty normal for multiple artists to approach someone who made a job post, but you can only hope that they pick you!
I usually got lucky because I either had the style they wanted, the price they wanted, or had the portfolio they wanted.
- portfolio mattered the most, apparently. I got a job doing character design because everyone else who applied didn't have a character design sheet sample in their portfolios.
