My short answer to the titular question is no. At least, not particularly.
Lying isn't just about creativity. To be honest, you don't even need a lot of creativity to be a good liar; you just need to know what works. After all, the simpler the lie, the better it sticks.
I think if there's any population of people who are particularly good at lying, it's those who feel a general need to protect themselves, for whatever reason. Because the more often you find yourself in undesirable situations, the more adept you can become at preventing them from occurring in the first place. For some people, that prevention takes the form of lies.
And on that note: if you're even remotely anti-social, I think lies are your best friend. If nothing else, it's much easier than explaining your unique psychological needs (especially when dealing with people who would never understand or care).
Don't want to go to the party? Lie. Don't want to hang out? Lie. Just don't feel like hearing another human being's voice yet today? Lie. It's so convenient...as long as you know the right ones to tell. The best lies are those that are (a) most likely to actually be true, and (b) are temporary, so that even if you're found doing something else later on, you'll be justified.
For example: 'I'm going to sleep/I was just sleeping'. Sleep is not only the universal cop-out, but it's so trendy nowadays to be tired that people just accept it. There's a freebie for ya~
