Only if the plot/story/characters/delivery are equally bad, and by bad I mean there's nothing I get back from reading it, like I've seen it done better before or it doesn't add anything new or interesting for me.
Nobuyuki Fukumoto draws ugly characters but he manages to make a mahjongg-game so captivating I've been reading the same match for the past few years now (Akagi). Hugleikur Dagsson draws stickmen but it's still hilarious.
[edit] I forgot to distinguish between lazy and bad art. At least Fukumoto puts a lot of effort into what he creates in terms of characters, plot and setting, and Hugleikur's style is perfect for his jokes, which are very clever and the contrast between his art and his jokes makes for a very good delivery. There is no excuse for lazy art if you can do better. Simple drawings are fine but it has to be made up for by everything else.
