Hello there I'm interested.
First I'd like to ask what you'd mean by "doings things similar to" the mentioned examples?
Is it art style? Panneling? Rythm or narrative flow? Usage of flat colors or effects?
As well, it would be nice to know the amount of panels per chapter the artist has to draw, or how many chapters your story is going to have.

Regarding backgrounds, I mostly use 3d backgrounds created with the Sims 2, or the ones offered by Clip Studio Paint Assets and then I modify them, be it color correction, lineart, texture, lights and shadows to match better the characters and ambiance.
