I can think of a handful from my own library, some short some long but still brought to a fairly proper end
these were from kikine and clefdesol respectively which were short stories from a larger project (Dove's World) but the self contained stories are complete
Miyuli has done short stories like these

monotone ink has these two that i know of and another ongoing

and as mentioned Amymone's livNPC finished but it's sequel livNPC(nu) is still currently ongoing but she's another comic that's finished here:
then there's certain premium comics too like these
and probably the longest one but still finished would have to be samantha whitten's Strays which I followed from it's website to Tapas and I think there was a physical release as well
there's probably other but that's all that i could remember or find in my own reading list. i do think it's possible for webcomic stories to reach a total conclusion but i figure it varies from one to another. true lots of them seem to follow the ol newspaper strip format where there's not much of an ongoing story or even an ongoing plot but some definitely have endings in mind
