And if 1 page is 7 panels, then 70 panels is
10 pages.
If 1 page is 2 panels, then 70 pages is 35 pages. And that's the correct amount of what i'm referencing for each chapter.

Which means like my example above, 7 panels per page is 70 pages for a chapter, while all i always know is 30-50 panels as the average in webcomics business, if you call it that.
If it's too hard to understand, i'm explaining what i think when i still confused in the past, though while writing that explanation i already figuied things out.
But the question also ask about the "limit" of a mini series? Which mean they're considering doing the amount people answered, or would you say they won't consider the answers and will deicide the amount as they wish, if that's how it is, why asked? So it make sense to assume i think they're considering what you're saying, and when you said above 100 pages is the average, i'm asking why do you think that way.
Why are you talking about the "time" needed???? Aren't the original question talking about the "issues" needed??
