best way to figure out what's important to the story or not, in my experience, is to put the story in a locked drawer for a month, then read it again with a red pen in hand.
Info dumps are still world building though but its just filler lol
Depends on how you do the info dumps. Look at Moby Dick - that novel has specifically over 6 chapters that are just raw info dumps on whaling and ships in that time period. The book was written so that all could have access to the same background of information and still enjoy the story.
