Get a job or sell some of your stuff.
OR (if you can't find a job yet) PRACTICE WHAT YOU LACK. Being an artist doesn't really need to go buy some stuff like color palette for you to get started. Sometimes a pen, pencil. eraser and paper are all you need to practice, to GET STARTED. When you get better, you can finally do commissions.
When I was in grade school I used to sell bracelets and necklaces that I made on my own (from scratch). My profit from selling bracelets still wasn't enough to buy art supplies so I used things like pens and papers that I saw at my home to draw.
Point is, be creative not only in arts but also with life. Think smart kid. Take advantage of what you have and not think of what you lack.
