Even in the danger of dragging you back into the conversation, I would like to provide some background information regarding how this was started.
A large number of collaboration posts are done by users who are barely active and often seem to join purely to look for cheap labor. Those posts are often two sentences long, vague and end with "send me an email with your artwork to awesomesauce2005@gmail.com". Of course, all of these threads usually mention that the collaboration will be unpaid (I would like to mention that I find it funny that THAT little detail is never forgotten).
Then there are usually two possibilities of how the thread continues: It either is completely ignored (great), or senior users reply in mild annoyance that not enough information has been provided. Depending on the OP this can turn into quite an argument, leaving members annoyed and the OP potentially never returning to our forum - understandably, it wasn't a great experience.
Providing a basic level of information to a potential partner is a form of respect and I completely understand that users have been requesting this change. Yes, this will likely create additional work for us, but since we are the ones that will carry that burden (although users will be able to flag above mentioned threads as Spam), you don't really have to be concerned about it. Most likely you will not notice much of a change.
We are not going to turn into checklist nazis and require every single point to be filled out to perfection, but you would be surprised how easy it is to weed out those who wrote with effort and those who spam any potential webcomic related forum on the internet in the search for a free artist/writer.
I understand that rules are annoying (trust me, somebody complains to me on a daily basis about one thing or another), but I ask you and those who are opposed to Collaboration guidelines to understand that this wasn't born out of our wish to have more work or to arbitrarily do something just to feel important. Updates are sometimes necessary to improve the user experience and we are obliged to do so.
Please don't feel the need to reply, since you already had a ton of work within this thread and I totally understand where you're coming from. This is simply to provide a bit of additional info for you and those who are interested.
