"Use less adverbs" is pretty common writing advice but I feel like it's doing a disservice not to illustrate why. Adverbs themselves aren't weaker words, it's more about the redundancy they add.
For example, "I hate you!" he shouted angrily. "Angrily" adds nothing because from the dialogue and context it's pretty clear he's angry. But something like, "I hate you!" he shouted petulantly carries a different connotation and meaning, one you might not automatically assume from context. And I can't off the top of my head think of a verb that would do the same job.
So it's a good idea to examine adverbs and make sure they're necessary for the information you want to get across, not just on the level of "is there a verb that can take its place" but also "is there a verb that can take its place without changing the meaning."
