No, this is common misconception, especially among newer writers, mistaking a hook and inciting incident for the same thing. You need an early hook (after all, why should we want to follow your character through the status quo? You have to tell us that bit) but some inciting incidents are several chapters in, some have multiple chains of inciting incidents. The general rule, I'd say, is no more than a third of the way into your story, or about 5 chapters depending on the length.
This is one of those not very helpful answers: as long as it needs to be. Are you differentiating between episodes and chapters? Some people upload single page by single page, so people upload just a few panels at a time, some people will upload 30 panels or more and call that a chapter. However, whichever way you do it, you need to be able to keep people moving from one to the next effectively, that's the most important part.
