I've heard of the Sailor Moon franchise, but I never actually read or watched the series. I did some research on the Sailer Moon team. They seem to scale around the same power level as Dragon Ball Super characters. Considering they've beaten cosmic-level entities within their universe. Queen Nehellenia and Sailor Galaxia are examples of that, they both operate at a minimum Universal level and possess abilities that alter space and time and move and react at speeds faster than light. I'm mainly going by the manga feats so they might be nerfed in the anime.
If you're saying Astra is a combination of all members of the Sailor Moon team then that would put her leagues above Dan. However, I still have to analyze what's shown in your comic. In your world, there are nine types of magic with six being sacred and three being impure. You mention that Astra herself is a light user and Light is considered the strongest type according to the narrator.
Now let's take a look at her fight with psychoborg. At first glance, she's rushing towards Psychoborg and hits him with her light staff. He blocks it with some type of laser shield and suffers no physical damage. That's surprising considering light magic is the strongest type. He then shoots a laser attack on Astra but she ends up deflecting the attack. Resulting in some minor infrastructure damage, nothing big enough to destroy an entire pillar or make the entire building collapse.
Her light magic wasn't able to cut through or nullify Psychoborg's laser shot. Psychoborg tends to rely on cybernetic technology rather than magic for combat situations and that alone was enough to defend against astra.
So far Astra's light magic didn't seem to do much damage. Also, Her combat speed doesn't appear to be anywhere near light speed. She was able to react to a laser gun but it was telegraphed due to its charging period. I would scale her reaction time and movement to the level of a Jedi from the Star Wars movie franchise. That wouldn't make her faster than Dan and so far Dan exhibits faster combat speed and reflexes. For reference look at the Wrath chapter and his fights with behemoth man and Bolten.
Another thing I called into question is her durability. We don't see her take any direct hits so I don't know how well she would react to physical damage. On the contrary, Dan has taken severe damage and fought through it. He even progressively gets stronger after each fight.
I don't see her being able to beat Dan. Her best chance is at long range but we don't know how effective her light blast is. She didn't even bother to use it when fighting psychoborg and resorted to hitting him with the staff directly. Her fighting at close range would be a horrible idea against Dan. Go back to the Bolten fight and you'll see the damage he can do. Keep in mind that Bolten is a superhuman and is several times more durable than a regular human.
I think Dan would blitz her eventually and overwhelm her with punches. She doesn't seem to have the reaction time or movement speed to evade Dan. Honestly, I can see Dan knocking the staff off her hand or breaking it.
Let's move on to Pyschoborg, you claimed his divine powers are ultimate resilience and muscle. I'm assuming he possesses a high level of durability and abnormal strength. I am curious why he needs cybernetics if he's already blessed with divine powers. Unless he was already a cyborg before the divine powers were granted to him. But from your statement, his right arm seems to be a bonus. Which means his divine powers alone aren't enough for him in battle.
Looking at his battle with Astra I didn't see anything that stood out to me. He blocked a direct hit from Astra staff but it didn't appear to be anything potent. It's not like he tanked a big blast of light energy. Blocking is usually a sign that an attack could potentially harm the individual. From that, I can tell he's not invulnerable to physical attacks. I'm pretty sure Dan can hurt him if he lands a shot
As for his ultimate muscle, he hasn't displayed anything that showed him to be a powerhouse physically. With Astra's initial blitz, she was able to push back Pyschoborg. From your description, Astra isn't known to be a physical powerhouse and makes up for it through magical prowess. So I expect him to at least knock her over and send her flying. It's almost like she might be able to hold her own against him physically. He won't be able to physically bully Dan, he doesn't have the strength of a behemoth man.
Lastly, we'll go over his reaction time and combat speed. He appears to be slower than Astra. She was able to rush him and engage him in close combat without getting attacked. As mentioned earlier he telegraph his laser attacks. The gun requires a charging period and even Astra was able to exploit it. That's why she was able to deflect his laser gun. Honestly, Dan would beat him once he's able to work around the laser and his shield.
Overall, I don't see Astra or Physchoborg being at the level of the Sailor Moon Girls or DBS characters. I wouldn't even put them at Planet Buster level either. I'm only going by the feats shown in the comic. Maybe later on your characters showcase more of their powers. Even then we would still go by what is recently shown as evidence. I don't think this will be an easy fight for Dan since he won't be aware of their powers beforehand. Once the fight prolongs he'll be able to analyze them and look for openings.
