If your pics are in right order to read and in PDF format you can simply click print and select booklet. You can turn bunch of pictures into a PDF file with Photoshop and there are also some free online softwares that do it too. But I'm really not sure how well those keep the quality but googling PDF converter will give you a huge bunch of options.
Have a PDF with pages in normal reading order. (Sorry the program is in Finnish) Oh, and Adobe Acrobat Reader DC is free, so if you don't have it yet, you should get it.
Select Print
It will open the menu for various options for printing. My program says "kirjanen" but in English version it will be "Booklet". Clicking that will automatically organize pages in a way that's suitable for zines / books. You can also preview everything to make sure pages are in correct order. Here it's displaying the front + back cover. It also gives few options on binding so it has some flexibility too.
And if you're sending it to be printed somewhere professionally, those too require only normal PDF with all the bleeds & crop marks & that kind of stuff done correctly. They've got softwares that handle the booklet part. They'll also have all the requirements stated somewhere on their sites to make sure people know what kind of files to send.
