i think both need more work. i guess id focus on writing though?
primarily, your dialogue is jilted and you need to take better advantage of your panels. you need to carefully consider what image you can portray to give the most to the story, and what the dialogues already giving you.
as for dialogue, i think you could benefit from saying it aloud when youre writing, to see if it flows. consider people have different vocabularies for different situations - you havent set up a situation where anyone could say 'bro' but one of your characters does. its more somber than that. ms rose talks abt a stalker, and asks 'do you think hed actually do those things?' but she hasnt told him any of the things. this might be to do with your characters not being fleshed out enough; always bear in mind that with everything a person says, theres 1000 things theyre not saying. theres a massive undercurrent of emotion and calculation and experience under dialogue, tap into that.
id also recommend researching the role of detectives and watching some good detective dramas bc realistically shed tell him everything, not leave these holes he has to call to fill in.
returning to that point abt paneling, id recommend reading understanding comics by scott mccloud. it puts everything in a new perspective.
anyway, rebooting is definitely better than trying to patch up holes afterwards. obviously, in a year youll improve massively with the consistent work a comic provides, but i still say you should go in more prepared. its easier to keep the morale up.
