It's been said a couple times and I agree; It depends on your end goals for the comic.
Also you do need to read more webcomics to get an understanding of what works and what doesn't. Everyone here can give you their take but you're the one who has to decide for yourself in the end.
My take:
Online only? I recommend Scroll because then it'll be well suited to deal with the growing trend of everyone having a mobile device, regardless of screen size. Print isn't dead, it's just that online reading has caught up to it and becoming more dominant.
Why would you cut off readers from enjoying the story by not making is accessible to their preferred method of reading?
I think if creators want to share their story they should make it as easy as possible for readers to actually find and read it.
If you choose a platform (Tapas, WT, sending out to publishing houses/agents), it's important to adapt to best practices else you'll place yourself deliberately at a disadvantage.
Best way to figure out the practices that work on a technical or superficial level is see what lots of readers happen to be reading in your chosen genre i.e. What's popular.
That sorta stuff kind of has less to do with Story. You can do any format, but if it's not a compelling story then that's an even greater disadvantage to reader retention and engagement.
There are a number of factors at play here that works for an against a given story, the platform's readerbase, and the method of execution (page/scroll).
I personally love reading on my phone and I can and will stop if the comic has font too small so my head doesn't hurt.
If Print and online... Honestly I say both.
'Cause I'm doing both and then some. My comic is planned to have action, conversation and detailed backgrounds where needed too.
Basically for Patrons I make print pages to upload to Patreon.
Then chop them up so online-only readers can enjoy the story.
Sometimes I have to adjust my panels to make use of scroll-only effects, but that's fine. I want readers and it costs me nothing to take the time to figure out how to appeal to them in the superficial ways so they get comfortable and start to absorb the Story more easily.
Currently, I'm going back to the finished Chapter One and cleaning up the print-only pages so I can sell a PDF on Gumroad and use it as a reward for my Patrons.
And when I have enough finished PDFs, I'm gonna start finding the best place to make print copies and sell those.
My plan involves using every single avenue I can get xD cause why not? This is my living.
If it works, I can earn and spread around the comic in four different ways. If it doesn't, I'll learn what worked and what didn't for the next comic. But I gotta see this plan through first.
Tl;dr:
+ Scroll for online only.
+ otherwise Both, if you can swing it.
+ Read more webcomics to figure out what does well and what doesn't (even popular comics have not so great pacing). You have to choose.
+ If you really prefer page then acknowledge the disadvantages you will have on mobile and scroll-dominant platforms like Tapas.
+ Method of execution is not the same as having a good Story. Most solid stories do well regardless of medium so long as the core plot line of the story is sound. And that's a whole other complex topic entirely.
