I don't recall squirrels in the books. However, the Capitol has lots of experiments for their personal use, like Jabberjays and the horrible monster mutant monkey dog thingies (I hope I remember correctly XD) Anywho, long story short, they could make any monster they want, so meat-eating squirrels aren't a surprise.
