That sounds like a good concept! With a good enough story behind it, it'd make for a nice webcomic too!
If the magic is the focus and the romance is a subplot, maybe write a story about him learning how to use his newfound powers and tie the romance into the main plot. Maybe the love interest is a wizard with more experience with magic or a non-magical dude with a fascination with the magical world and has a wealth of knowledge that could help the main character in some way.
You don't have to take my suggestions or anything, but I hope that you figure out the story and characters more! Once you do, I can send my portfolio your way and see if I'd be a good fit for this project.
If you want to learn more about writing for a webcomic, McKay&Gray on YouTube is a good place to start, especially if you're not sure if you're ready to become a webcomic writer. Authortube (the author community on YouTube) also has some tips that can be carried over into the webcomic scene. There's many other good online resources available for free, but if you're willing to pay money for a resource, I highly recommend Stan Lee's book on writing comics. It has tips on script writing, scope, etc. that would be incredibly useful for someone starting out. It kinda focuses on writing for the industry, but you don't have to be looking to publish your comic to use the advice (though it would be pretty useful if you were looking to get published).
