I saw this very good wacom manga but, a lot of money can not have a wacom draw aslo manga ?

Sorry...you're going to have to rephrase your question e.e what are you asking? Whether a person can draw manga without a wacom? If that's your question, then the answer is yes

Is there a cheap or used Wacom on Amazon? The Wacom I have is very small and cost 75 USD, but very durable and I have used it for 8 years without breaking it.

If you can't get a Wacom, you can still draw comics on paper. You will need to be able to scan it or take a picture to get it on the computer.

Sorry, I don't understand what you mean when you say "computer photo."

A program that can edit pictures which came from a photo or scanner: GIMP is the best one I know which is free.
A program that can be used with a tablet to draw pictures on the computer: Medibang is free and I used to use it to draw my comic.

Are those two what you are asking?
