What can you tell about this character from their design? (Crazy Hair Man)

Got another character design for you guys. Let me know what you think so far!
He travelled to Japan to enter a tournament, but ended up getting stuck there. He had to money-match the landlord to get by. I'm not really sure how to convey that sense of 'being stuck in Japan for a long time' with his character design, so any advice on that would be greatly appreciated!

I lived in Japan for 10 years and I can tell you by the end I didn't look like I was from Hawaii.

I looked like a freakin stressed out business woman who had been worked to the bone for 12 hour, 6 day a week shifts.

IDK if I get a "stuck in Japan" vibe, but definitely the vibe of a massive weeb

He looks very over the top. Tbh, most people that live in Japan don't look like that. He does look more like a tourist, since he's so extra looking

I mean it depends on how long he's been there, and how he looked like before he got stuck there, but currently he doesn't look like he doesn't try to fit in and is a tourist on vacation who's spent all of his money in arcades!
