I feel that what is being asked here is about the weird old dualism between ''plot x character''. Assuming that even plot is character, and vice versa, there are certainly writers who can emphasize one of the other. In mainstream US comics, for example, I'd say Bendis is really invested in character while Jonathan Hickman would be heavily interested in plot mechanics (though both are great and don't really slack on the other aspect)
I can like both when well done, but I feel that a plot centric story only really works well when between dense plot there is some clinical character scenes that use the plot in its favor.
when I think of writing, I usually find myself first invested in plot mechanics, but when I sit to really do the deed I kind of only think in character beats.

Have you read The Anatomy of Story, by John Truby? I like it a lot as well.
