What genre should I tag this as?

So, I was looking at the genres here and I couldn’t find one that fit my story.

Basically, it’s a mostly serious but not really dark, character-driven steampunk story with little to no action. Fantasy and Sci-Fi don’t work, because it’s not magic and the “science” is pretty handwaved. What genre does this sound like?

Honestly I had that problem too, with preparing a action steampunk (difference is that I atleast could use action as the one genre )

Any drama or romance in the story that is worth tagging?

Hmm... Maybe Drama? Dramas are mostly serious. They don't have to be dark, but they should generally have a lot of emotional hits. No other elements, like Action, Horror, etc, is guaranteed nor considered a part of Drama.

Steampunk is traditionally a sub-genre of science fiction in other formats...can't go wrong putting it there. Just strive to make it clear on the cover that it's steampunk.

I mean... mine is in sci-fi and there really is no science. It's just there because an apocalypse happened and the setting would feel out of place anywhere else. Sci-fi as a genre in the online world is much more looser goosey than say, print fiction.
