No, it's a magical girl anime from Japan. Part of the Pretty Cure series, a franchise with about fifteen seasons of girls kicking evil's butt and being awesome.

It's definitely the sort of series that has lent inspiration to my own magical-girl novels, and Glints Saga: Dove even has a nod to Kirakira in one part of the story.
