clip studio paint has a timeline window, usually you just gotta look really hard somewhere in the bottom parts of the software, it's usually minimized most of the time.
if not, hit window and click on timeline
to get it started, hit create new timeline to set up framerates and the likes, then make an animation folder to hold all of your images
there on the timeline you can right click any of the cells to change it into one of the images in your folder, you'll figure it out
the only catch is you can only have up to 24 frames per gif, probably better that way because long gifs aren't that good for comics

edit: some tips
You can create a folder in the animation folder, you can use it to hold each individual layer of a particular image of a frame, like color and inking
creating a new frame will remake that folder with the layers for you, yeet.
