If I use Webtoon or Tapas app on two Android devices (let's say, even at the same time, for example I will let play ad on my mobile, while reading novel on tablet), is it against rules?

Ok, but How tapas know if it's my own device, or if it's device of someone else (so it's sharing accoutn, against rulles)? How they detect these things?
To my knowledge, they keep track of the I.P. from your device.
