I'm just a beginner but I'll give this a try.
I can't say about the story because I can't read Portuguese well enough. What I can say, though, is that you could improve your text bubbles. For example, I noticed some panels where there was plenty of room at the top or bottom of the panel, yet you placed the bubble so it covered part of the characters, or put it right before the face of the character looking at another one, therefore breaking the line of vision. Try to include the bubbles during the planning/sketching phase, so they're a part of the composition of the panel/page and not something you have to try and fit in somewhere later. Also, your text could a just one tick bigger; it would improve readability, and I think it would fit the style of the comic better. Maybe look up manga that are similar to the style you want and practice by emulating the way the do the text, bubbles, and what font they use.
About the art itself, I think it is effective enough; it seems to get the point across as far as I can tell, although without understanding the text, it's hard to say if these two elements always work well together, but at least the battles are understandable just by looking at the pictures. The pokemons and characters are also well recognizable. There is room for improvement (better use of shapes and composition) but that will come with practicing the basics. One thing I noticed is that while the contrast between the colors was usually fine, there were a few instances where it didn't seem to work well. For example, there was a scene where you drew a large ice crystal, but its colors looked dull. One simple thing you can do is to place a new layer on top of your image, fill it with black, and then change its mode to saturation. If your now grayscale image looks too similar, it means you need to make adjustments to create more contrast (highlights, change hues if needed, etc), then check again with the black saturation layer. There are plenty of tutorials online on how to check and create better contrast.
