The thing is that the reasons you give don't sound like One-Time reasons to me. Like, you said you had trouble keeping up with the comic before -- is there any reason that wouldn't happen again? Has there been a major change in your life that's given you more time than before, or was it just general life stuff that could crop up again sometime?
And getting better skill is another iffy reason, because you will always be improving your skill. If you restart your comic now just because you've gotten better at drawing, then what happens 1 or 2 years from now when you notice that you've gotten better at drawing again? Will you redraw it every single time your first page looks old to you, because trust me -- that will keep happening every few years. Runewriters is my third webcomic, so I had plenty of time to practice and get a consistent style, and yet I still look back at the first page of RW and it looks REALLY OLD next to the pages I'm working on now.
My advice is: you can restart a work, but think about whether or not you have a one-time reason why it won't happen again, or else you can easily get into a cycle of redoing and redoing. Something like "I didn't have a plan before, I want to restart and have a plan this time" can be a one-time reason -- but something like "I'm better at drawing, and the first page looks old and bad to me" is going to keep happening every few years -- you don't wanna redraw your comic every time you get better at drawing, or else you'll never finish!
THAT SAID, if you wanted to say "this comic is finished, I'm starting a new one," I think that would be okay for an autobio-style comic like yours. But redrawing the old strips and posting "remastered editions" would feel strange to me. Those things happened a long time ago -- no need to redraw them. Just keep moving forward and drawing new things!!
