Pretty much. Mortal Kombat combos can look like A > B > Z > L > B > B > B, vs. combos in the games I mentioned, which can look like 2B > 6C > j.A > 621C, etc and takes a lot more to learn. That next to the visual style (Japanese arcade fighting games tend to be 2D hand drawn fighters with flowing movements, where Western style games are often 3D), and several other factors.
Basically, just because a game is produced by a Japanese company, doesn't mean it's done in Japanese style. Mortal Kombat is a prime example of this, where it's more of a Western style game, but by a Japanese company.
And then there's Smash Bros. Button mashing galore (although have you SEEN the professional tournament fights for Smash? holy shit it's impressive lol)
