I found this tutorial for GIMP circular speedlines but I'm not sure what style you're looking for.
I use Photoshop and it doesn't have great ways to make speedlines, either. So, my tricks might work in one of your drawing programs with some modifications:
Straight lines - Made some really long pointed brushes so I can paint on speed lines. Adjusting the brush spacing is important. For sideways or upside down lines I rotate the image 90 or 180 degrees, add the lines, then rotate it back.
Circular Zoom - Honestly, I find an existing image online and paste in in as a new layer. Set it to multiply blend mode and mask or erase the areas around the character.
