Ball room nightmare

so i am now working on a chapter called the royal ball. meaning i need to put lots of people in the background wearing big ballroom dresses and dancing. I cannot think of a quick or easy way to do this as my normal trick of just copying a few people wont work (they all need different style clothes)
has anyone had this situation before?
can anyone think of a quick way to sort this?

Try drawing only a few detailed ones, then keep the rest as silhouettes:

Or, just draw all of them as silhouettes like the fifth panel from this episode of Lavender Jack:

Less detailed people/silhouettes is what I did for mine as well (don't have time to crop the panels ._. ):

During the sketch phase, I copied and pasted people around and then I made small adjustments during inking and gave them different tones. I think one or two people I copy pasta'd and just flipped.

In the third panel, I drew a few people, but didn't put in their faces which also helps the main characters stand out. Then the back is just some silhouettes made with comic tones.

I just finished a major crowd scene myself, not fun. I made a list of what people would be doing. It helps if I have some kind of story going on in the background like, 'a dog runs by chasing a cat and that makes the guy on the bicycle swerve and narrowly miss hitting the person carrying groceries' because that kind of narrative can really make the background feel more real. Sometimes I went to find some references. But in the end, you've just got to sit down and do it. Flatting was a nightmare.

a list is a very useful idea, i have a few big fight scenes coming up so that will come in handy.
