As someone who went to art school and loves both fine art and cartoons, I think the thing to keep in mind is that the two fields are really different.
Cartooning / comics and fine art have some crossover, but they are really different cultures, with different values and norms.
You can almost think of them as like different genres, for example in music, you have hip hop and rock. Both are music, but they are very different otherwise.
Cartoons and fine art are both art, but they are different. There are specific schools and programs where cartooning is the norm and others where they are not.
