Basically anything can be learnt, what'll be inherent to you is how long it takes and how you learn best, some people will take longer than others, but anyone with enough motivation, patience and discipline can learn to draw hyperrealism.
Plus, some people say "it's inherent skill" but there's no way to distinguish the people with this "inherent skill" but who are untrained and those who don't, and then they deem those who don't make it "the ones who didn't have the inherent skill". In my books that's confirmation bias. What they really lacked was either the time to develop, the patience to let it take the time it needs, or the fire burning in them to concentrate on developing their skills.
