Can a person with limited drawing skill reach a level of design like this Dragon?

It must take a certain type of intelligence to draw or design something like this, Do you have to be born with the potential to reach this skill level or can a person with limited drawing skill train themself to achieve this level of design?

There's always a percentage that's trainable and a percentage that's just unexplained natural talent. Maybe genetics? I dunno.

It's always gonna be that way in any field. Art, music, sports, etc.

Only way to find out is to spend time in focusing your energy, and effort to develop a skill. And once you've hit that plateau that you can't seem to get through for x amount of time and you see others surpass you with less time spent training... Then you'll know where your limits are.

Observation, mileage and then understanding fundamentals.

I don´t believe in talent but I believe that people have different
potential and that can be 2% of the whole package. The rest

I don’t think intelligence has anything to do with it. It’s about practice and learning all the skills and getting better and better at it every day.

Basically anything can be learnt, what'll be inherent to you is how long it takes and how you learn best, some people will take longer than others, but anyone with enough motivation, patience and discipline can learn to draw hyperrealism.

Plus, some people say "it's inherent skill" but there's no way to distinguish the people with this "inherent skill" but who are untrained and those who don't, and then they deem those who don't make it "the ones who didn't have the inherent skill". In my books that's confirmation bias. What they really lacked was either the time to develop, the patience to let it take the time it needs, or the fire burning in them to concentrate on developing their skills.

Drawing is a skill, not a talent. The people you see with incredible skills practice hundreds if not thousands of hours on their craft. It helps if you start young as your brain can be taught easier when you are young (talking before 10 years old or younger to start.). But that doesn't mean you can't become great at a later age. Most great art is just layers of basic techniques stacked onto one another to achieve an outcome. Specially in a digital medium. You can "control Z" your way to great art now. The biggest thing with most great artist is not what they did to become great, it's what they didn't do. Hanging out, watching TV, going out with friends... stuff like this usually given up or sidelined to practiced. Just as in sports. It all depends on how serious you want to be.
