The idea of taking a "comic strip" style page and making it vertical to fit a mobile/scrolling format is a good one, I think.
That Spiderman newspaper strip is still going, Dick Tracy has action, and Mark Trail has action and punching -- it certainly has been done, with, uh, varying levels of success. Try it out!
There are no hard-and-fast rules about what kind of comics can go in what kind of shapes, especially online. There's no reason you can't do it -- the question is whether or not you can make it work for you!
If you wanna try it out, it doesn't have to be finished strips on your nice paper; you can just grab a normal piece of printer paper and draw rough stick figures in some boxes to see if all the action and words would fit, and then you can see how those strips would read. CAN you fit the action and story into 3-4 vertical panels? I think the only way you can know is by trying to lay out your idea and see if it fits!
