I took a quick glance at the comic you are promoting here.
As a bit of a disclaimer, I'm not a comic artist myself (I'm more of a writing guy), so please do not expect me to give you any tips on the art.
Unfortunately there isn't all that much to go on quite yet, but you are off to a good start by raising a few important questions up front.
- Why do supernaturals need to be isolated anyway?
- Why does the CEO even want to live in that city to begin with?
I believe it would be a good idea to answer these questions early, while raising other interesting questions along the way.
My first guesses as to why:
1. Many supernaturals have no control over their power or they use it for the detriment of mankind, which lead to an atmosphere of animosity and fear...so in order to prevent a civil war/witch hunt (seeing how they apparently look a lot like humans), they are being locked away...often without ever having done any wrong, which only adds to the social pressure.
I mean, you wouldn't like being treated like a criminal without ever having committed a crime, would you?
- This one is more tricky, simply because I have literally nothing to go on here.
There are a number of reasons why someone would want to move, the most likely ones I can formulate off the top of my head:
a) A special friend. He might have someone special that needs to be in the city and wants to be near them.
b) He wants to experience the conditions of the city as part of the city, so he can tackle its problems more efficiently.
A is the more natural option, because, as we've already established, he's risking life and limb just walking those streets...that'd be very brave (or very stupid, the line is very slim between these two) of him.
Also, for Mr. Portal: Terrible choice in clothing there, he's begging for people to stare at him dressed like that...for someone who wants to stay under the radar, he might do well do look a little less like the MIB.
