Yes, Gimp's animation function is the same for everything. The only thing really to remember is that your layers are now your frames so if you have colors and lines and all that separate you will have to merge them into a flat image before moving on to your next movement in the animation. I do recommend if you can, premaking your pages and the individual frames for it in separate documents and then putting them all together in their own animation so you don't have to deal with any confusion. This is an animation I made a year or two ago in gimp and I pre-drew all the frames in Paint Tool SAI and imported them to gimp as layers.
