The heaviest part of an image depends on its dpi, not only in its size. So an image with a 300 dpi (the best to draw but also to print) or more is going to be very big for the web, even if you scaled. And uploading an high quality image to the web can have a little unpleasant inconvenience: you are given to anyone the chance of downloading your work for printing and sell your work without your permission.
So please, better avoid to upload high quality images always.
Photoshop, gimp and other similar programs can optimize you images for the web, so they convert your 300 or + dpi in a reasonable and good looking 72 dpi image, with a better quality and they give you the control (and allow you to preview the final image result) of the size of the final image and how much you want to compress it.
There is also a rough way to reduce the size of your final image, that could work in PT Sai:
When you have your final image finished (and all in one layer), create a new document with 72 dpi. Copy-paste your final image there, scale it, and save it. Now you have a smaller size version of your work to upload .
