The feeling of earning something would always feel more relatable.
Guess it depends on the situation but if the hero's given powers are going to be abused with little to no stakes then no.
In my series, the powers can appear as given to the MCs due to the mass destruction it causes, but its also deadly to them, mysterious and something they have zero mastery over. It's still feels earned because obstacles and more powerful threats pressure them to better understand their powers if they wish to survive.
