I speak both Filipino and English... I can't say if English really is a foreign language here in the Philippines because a) it's being taught in schools, b) a lot of people speak it (possibly even more than Filipino/Tagalog because some people don't know anything besides their non-Filipino vernacular and English), and c) it's an official language here.
I also know basic Japanese (I managed to talk to a native somehow one time) and I am also learning a bit of German, Italian, Russian (still getting used to how they spell and say things... they are so different), Korean (still learning Hangul, but for some reason, I am finding it easier to read than Hiragana, possibly because the symbols represent letters rather than syllables), and Malaysian (the common words with Filipino are amusing).
