Question in the title. I'm trying to find information about whether they still have this in effect or not. Search results are full of discussion about the old drama, but I haven't been able to find anything saying if they removed it or not. :C
I'm pretty sure it was removed during the kerfuffle, but you'd be best of searching the TOS to be sure.

First right of refusal? What was that? I've been pretty oblivious for a while now about all the changes.
It basically read as: "If you go to a publisher, or a publisher approaches you for your work, you have to contact Tapastic and give them 30 days to make a counter-offer."
Basically how it went was if you got an offer from a third party to turn your series into a book series or show or whatever, you would have to go to Tapas and see if they want to match or make a better offer before you go to the third party's.
Oh was there a 30 day limitation? I forgot, it's been ages lol.

Do we have bullet point summary of the Terms Of Service (TOS)?
Well, the TOS themselves isn't too long at its current iteration, and it's organized and bullet-pointed pretty well. i say it's pretty legible and easy to understand compared to other sites.
So, nothing I found in the TOS is even close to 'first refusal'
