The new version bg looks much better! The only thing I would push even further is the character- despite doing the silhouette thing he still looks too... perfect/unaffected compared to everything else in the panel now? I would consider applying some of the same shakey blur effect to the edges of him as well maybe. Not like completely blur him out but just make his form feel a little less solid. Either way big improvements already

no, it looks more like they are moving really really fast to the right with the speed lines,make more shake lines for shaking
When I wanna pass the feeling of rumbling, i dissociate the lineart from the color and copy paste about 2 more and put them in different sides, with lower opacity. Take a look:
