The new version bg looks much better! The only thing I would push even further is the character- despite doing the silhouette thing he still looks too... perfect/unaffected compared to everything else in the panel now? I would consider applying some of the same shakey blur effect to the edges of him as well maybe. Not like completely blur him out but just make his form feel a little less solid. Either way big improvements already

When I wanna pass the feeling of rumbling, i dissociate the lineart from the color and copy paste about 2 more and put them in different sides, with lower opacity. Take a look:

The lines on the trees give a feeling the background is moving this -> way instead of up as you'd expect with the ground shaking.

While I'm not really an expert on art, as a reader, I did think that your character was moving in a more horizontal direction. Like when you're running, or in a vehicle. Your second iteration also shows horizontal motion. That was my immediate impression.

The example posted by @IdiotWithPencil hit home with me though. A tremble in the form of an outline around the character and closely packed vertical lines in disarray. I know you mentioned somewhere above that they just kind of blend in with the trees? I'm not sure how you would fix that. But my two cents as someone who reads a lot of manga/manhwa/comics.

white outlines around the "shake" lines could fix that since they will be isolated from the rest of the image, that or making them white would also work. You can also place a white outline around the character to separate them from the background (some mangas do this with white out since they want the characters to stic out and degrade it with hatching) or an outline of any other color could work too

Your character doesn't look like he is in an earthquake, it looks like he is moving really fast on a vehicle. I think you are using the wrong type of action lines, they should not be horizontal.

I was able to pull off rumbling by doubling up the lines and adding action lines around the character.
