Okay, so, cats out of the bag...!
I'm planning on a webcomic based on .hack//fragment.
Not only do I mean to publicize a currently online, well and active game, but also to make pretty awesome stuff nonetheless.

A quick rundown;
The game itself is a community led project (revival team) for an MMO called Fragment.
There are two modes; online and offline.
Offline is where all the story is at, and, at the moment, the best gear and grinding locations.
Online is where all the player hosted servers are at- Here, you can hook up with your friends and mow down enemies in dungeons. However, servers are kind of unconventional in the fact that they level up like characters do; the more fields, gates, and chests cleared, the higher level the server gets.
(although it's more like a total of all things that level a server divided by a set number)

I'm kind of stumped. I want to do a webcomic for it, but the ingame story is lacking, and UNTRANSLATED.
And offline, most of the more impressive functions (such as gate hacking, and event monsters) are locked behind higher level servers, which we have yet to achieve.

I would also like to mention that I intend to make a pair of level 99 characters for the community to win by chance.
However, I don't know how I would get such an event up and running, so this will likely not happen until everything's been figured out.

My first (hopefully!) post will be on 10/31/16.

Please note that an event will occur some time in the future for a chance to get a level 99 character for the currently rising in popularity Dot Hack//Fragment! (When? I don't know. Depends on when I reach level 99.)

I'm sorry but I don't understand the concept of your comic quite well and the kind of help that you seek from us. Can you explain your pitch again, for those of us who are not gamers or part of that sub culture. This could be your first test to a successful comic. Right now, I have no idea of what you are talking about.

To be perfectly honest, I have no idea what to do for making a webcomic for Fragment.
Fragment is noncanon to the rest of the .hack series, old (2003?), and pretty much lacking in story due to the translastion going up into flames. Essentially, Fragment itself is lacking in today's standards, which is likely why it was ended.
I can see why it isn't as amazing.
But, there has been an awakening, a sudden rise in popularity. Why? A single post on reddit.

In other words, I don't really know how I'll make an interesting story for fragment, or if it'd be considered false adverisement if I did something different that was more interesting.

As it stands, the only thing I can think about that is relevant that I could make a story about is the ongoing...
Clan war, let's say- The Moderators, Some silly guys that think they're moderators, and "The Goons".
I'm not sure that'd be so fun to write about either.
But this is something that I want to do.

As for the setting and many other details, I will elaborate to these when I am not feeling like falling over from being tired.

Okay so here's how I'm understanding this:

there is a community-created game that you like, and you want to make a webcomic based off of it. Making a cool comic and publicising a cool game.
however the game's story isn't translated, and there's not much there, so you're not sure what to focus on for your webcomic -- and some of the cooler parts of the game require you to be higher level anyway, so you haven't seen them.
Is that what's going on?

I guess one question is, what's your main motivation for wanting to make a comic out of this? A lot of this sounds like it's saying "there's nothing interesting to make a comic out of, so I don't know what to make the comic about" -- but if that's the case then, why make a comic specifically about a thing that doesn't have any good story fodder for a comic?

Also, a bigger question, since there is seemingly not enough to work with, what's to stop you from making this a mostly original work? Like how 50 Shades was purportedly a fanfic of Twilight and is really its own thing now. You can fill in all the gaps of the game's story and such with your own ideas and change the names of things enough to have this as your own idea. Then you're not restricted to what's available or not for you to work with.

I've figured out what I'm going to be doing, or at least my options.
1. Retelling the Dot Hack series in it's entirety
2. Retelling most of the Dot Hack series
3. An informational but sped up telling of the Dot Hack series (i.e. generalizations/Thing -> Thing -> Catastrophic thing -> Thing)

The first two options are almost identical due to the noncanon/unimportant parts of the series.
Option 1 and 2 require extensive research on each part, and art to work with said story parts.
Option 3 is just as research heavy, but probably easier to draw.

If worst comes to worst, I may have to default to option 3 in order to publish on a schedule.
