Mine:
Invader Zim (Jhonen vasquez....gotta love his black humor. The show is just so unique. It's dark and brilliant).

Hey Arnold (I can relate to this cartoon a lot because of how the kids are all pretty much poor kids who all hang out with each other in an old-school neighborhood. Helga is still one of the best characters I have yet to see in any medium. Her voice actor was also just so spot on. Her screams loll)

Rugrats (It's classic. Although that one with Chuckie's sweater under the bed scared the bejeezus out of me haha)

The Wild Thornberries

Doug (Porkchops <3 I also grew really fond of Roger. He was a pretty deep/kinda sad character when you got to know him).

As Told By Ginger (I learned a lot about family from this show. Every family has its dysfunctional side, and that's ok. You just gotta keep loving each other).

Mike, Lu, and Og (I was so sad that they did air this that much. I would be so happy if I caught it playing late at night).

I just realized that all of these shows have such catchy openings haha I haven't had cable for like a decade but I hear shows have kinda gone downhill. I tried watching the new teen titans and I almost gagged -_-

I didn't watch a lot of tv as a young kid (really young, born in Jan of 1997), and the shows I did watch (and like) I'm not sure if they were 90's or older. I'll list them anyways....
Looney Tunes (Bugs Bunny and Road Runner mainly),
Tom and Jerry (best show on earth period),
Popeye the Sailor Man,
a little Jimmy Neutron,
and I vaguely remember watching shows such as Powerpuff Girls and Gargoyles (though I couldn't really tell you anything specific that happened in any episode; I remember the prior listed shows infinitely better).

Batman the Animated Series is, was and will forever be my yardstick for what Batman should be, so yeah, that one.

Other favourites include Duck Tales, Talespin, Darkwing Duck and Rescue Rangers. I do insist that the Swedish theme-song to Rescue Rangers was better than the original English one, and I still know it by heart. Also, Quack Pack was amazing when I was a kid, but I tried watching it again last year and oh gosh, it really doesn't hold up well.

Good gosh. I've had so many favorite cartoons from the 90s to 2000s. But if I were to say, it would be the Disney Afternoon cartoons along with Batman The Animated Series.

..... That's pretty much it, I was a very picky child and I didn't really like a lot of the 90's/2000's cartoons (I still don't, really . . .) Spongebob is the only one that I found entertaining and still don't mind watching at all to this day :U

I liked X-men and Spiderman cartoon, and TMNT. Gargoyle scared me but I was also fascinated by it... XD
Otherwise, I watched a lot more of anime.... I loved Sailor Moon and Saint Seiya in my very, very childhood (maybe 3 or 4). Pokemon was my absolute show in the late 90's. Then in early 2000 it was Card Captor Sakura and Beyblade.

I was and still am a huge fan of PPG. It's influenced my life so much. I also like ed, edd and eddy though i like it even more now thanks to C2ndy2c1d.
Rugratz also, definitely grew up with the show. SPONGEBOB! Old spongebob was the best man. Lastly, Kim possible, I only watch disney for kim possible back then haha
I was pretty much obsessed with all cartoons when I was little that I memorized the schedule. I remember also debating whether i should watch spongebob or beyblade hehe Things haven't exactly change though since I still pretty much watch cartoons religiously.
