If you're using clip studio, you could always draw a few figures and then turn them into a brush. You can also download crowd brushes!

Unless your comic goes out of it's way to depict police brutality as a good and positive thing, no one's going to bat an eye about the depiction of cops in your comic. If you want to include space cops, feel free, but some people just aren't going to read your comic for that reason. And that's fine.…
A complex background for me is anything with props (furniture, decorations, etc) OR difficult/detailed architecture. As opposed to a basic wall with a window or door, or a cloudy sky; which would be simple backgrounds.

I used to use Fire Alpaca to do short little animations. It was good, a little hard to get used to, but effective. I've heard people recommend Pencil2D too. Used it briefly. Pretty good for a free software, but still has frustrating aspects
