It's stiff because there's no varying in the camera angles and there's no movement in their poses. Research the line of action and see that when characters' action line is curved, it makes the character more alive and have personality.
The first page has 3 panels of the same shot of the character's face. The second page has pretty much only close-ups of faces. Repetition is boring. I don't know if the page being shown is the very first page of the comic, but if it is, we don't know where the character is or the setting, so those shots could be divvied up to show that character walking in a crowded street from a high angle view.
(and in my opinion I would put the full body spread of him onto the left of the screen - if this is the introduction of the character, we want him to be the first thing we see, and because we read left to right, we would first look over the body shot before the rest of the panels. right now it's opposite, we see the panels before we see the full character.)
Their emotions aren't very expressive either. For example here's something you could use for that panel second-last panel
A grimace is pretty telling for that 'well, but...' that a character is thinking.
Lackadaisy's expressions tutorial can help a lot with understanding expressions.
The girl's proportions in the last panel make it seem comical. Her head /neck are way too big for her body so she kinda looks like a balloon.
As for differing on views, that's honestly just something that happens when you first start a comic. My proportions slid around in different views because I wasn't used to it, but the more I drew my character as my comic went on, the better I got with understanding what they look like in different camera angles because I've drawn them 54835438 times like that. It's still not perfect but it's better than when I started.
And backgrounds help a lot. They don't have to be detailed but in the second page they're kind of just speaking in a grey void. Even some lines to denote they're talking in front of a stone wall or something would help.
