Most of them are teenagers, most of them are children, most of them are NOT from the United States of America or any country whose currency is close to USD.
The people that sell themselves for that amount, are either non americans, very amateurish, very new artists.
Most of the time you'll find out that most of these people from both sides are either Latinamerican, Indonesian or similar.
This has happened for so many years, and I've been on Facebook groups for around 10 years, it's not new nor strange, and since I'm still on those groups, I'll be honest, the flow is still the same even to this day despite you're seeing more and more non americans in said groups.

This usually happens when
- You're new
- You lack abilities
- You lack popularity
- You lack how to properly promote yourself
- You don't have many social media nor know how to use other art platforms
- You don't know how to make interesting or appealing commission sheets
- You don't have many works to exhibit
- You have zero to little knowledge about how to price your work, nor know you're selling yourself off
