How do you make a banner that won't look like mush?

I'm planning to make a new banner for Serenade Songs' TopWebComics page, and was wondering if there is a certain resolution I need to draw it at or...? Whenever I scale down it looks eugh. Any advice will be greatly appreciated.

Oh for TWC! Make it 936x120 with a resolution of at least 72dpi.
