I assume it's because they want to move on to fully automated tipping activation. Honestly, Michael has too much on his plate even without manual tipping activation, so I think it's understandable.
Sure, this does mean creators with less than 250 subs will have to wait... But without many subs, you're probably gonna take forever to make $25 (minimum amount required to ACTUALLY get paid) anyway.
