Comic strip artist usually using the same panel format (most of them), like the four panel strip you usually see on newspaper comic or the webcomic one like Sarah scribble etc.
For the normal comic, the use of panels is more diverse, with different size and shapes.
Comic strip usually have the simple and easy to understand story format (or those that were need s lot of comprehension to understand like satire or other) that need to be tell to the reader with the limited panels, so one need to be creative to do so.
On the normal comic thought, it's giving the viewer a 'bigger' picture of what's what, so you could be more expressive on it, but the basic of every comic is the same, is it how you presented your story to be understood by the viewer.

I used to do 4-koma and 8-koma comic format before but I'm on hiatus for that one, and I'm using the 'irregular sized' panel webcomic format for my other comic rn, thought I might likely go and do the 4-koma again.
