How to decide which genre my story falls under?

I'm currently working on a fantasy/action story that has a slow developing romance between the two main male characters.
I'm not sure whether the story should be considered fantasy/action or BL. The story focuses more of fantasy/action, but if I label it fantasy or action I'm not sure if readers would be caught off guard by the romantic elements of the story.

If romance is not the main storyline then use tags such as Romance, BL, LGBTQ+ and Drama on each episode. Readers won't be surprised later.

I think just using tags such as BL, LGBT+, and so-on should be enough to turn away any readers who will take offence at non-straight romantic elements later on.
